Gephardt votes against NAFTA; NAFTA ratified (Nov)

The North American Free Trade Agreement between the U.S., Canada and Mexico is a hotly debated issue. NAFTA supporters say it will create jobs, raise the standard of living and expand U.S. exports among other things. Those against NAFTA believe it will cause a drop in wages and destroy jobs in the U.S. Although Gephardt and others vote against NAFTA Congress ratifies the agreement.
