Justice Departments investigates the "House banking scandal"
In late 1991 the General Accounting Office reports that the so-called "House Bank" advances money to cover overdrafts by House members and the Justice Department appoints a special counsel to investigate. Gephardt offers a resolution that closes the "bank." The GOP will use this scandal, also known as Rubbergate to bolster their call for reform as part of the 1994 Republican revolution.
