Gephardt visits El Paso and Juarez (April)

The apparent acceleration of job losses to Mexico leads Gephardt to visit El Paso and adjacent Juarez. Since the implementation of NAFTA in 1994 cities like El Paso have lost jobs to Mexico and caused many workers there to accept minimum wage in order to stay employed.
